Until January 1, 1820, the U.S. Federal Government did not require require captains or masters of vessels to present a passenger list to U.S. officials. Thus, as a general rule, NARA does not have passenger lists of vessels arriving before January 1, 1820. Customs Passenger Lists for Baltimore begin in 1820 but many are lost and/or missing. Some surviving lists from 1840- 1891 are in the Family History Centre Catalogue as FHL films 417383-432. Some missing passenger lists may be found by searching for Baltimore lists 1833-1866 which were copies of the original lists submitted by the ship master. Cargo manifests from 1820 to 1821 may also serve as passenger list substitutes.
